As part of the In-Country/In-Region Scholarship Programme“ DAAD offers scholarships for PhD and Master studies. The programme is funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and aims at university staff in the first line, without neglecting the public sector demand of academically trained personnel.
The programme aims at fostering strong, internationally oriented higher education systems in Sub-Saharan Africa with the capacity to contribute to sustainable development. To this end, scholarships are granted for development-related Master or doctoral studies for individuals who plan to pursue a career in teaching and / or research at a higher education institution in Sub-Saharan Africa.

- Graduates strengthening education and research in Sub-Saharan Africa
- Structural strengthening and regional networking of partner institutions and partner universities
To achieve these long-term impacts, the following outcomes have been formulated as programme objectives:

Programme objective 2: The participation of women and underprivileged groups is reinforced
Programme objective 3: Organizational, financial and personal capacities of partner institutions are strengthened
About German Academic Exchange Service (DAAD)
The DAAD (Deutscher Akademischer Austauschdienst) In-Country/In-Region Scholarship Programme for the year 2021 was designed to provide funding opportunities for postgraduate studies (Masters and PhD) to students from Sub-Saharan Africa. This initiative was funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and primarily targeted university staff, while also addressing the broader public sector’s need for academically trained personnel.
The program aimed to support the training of future professionals and managerial staff in developing countries, particularly focusing on university teachers. It offered support for both postgraduate programs and doctoral studies, catering to the educational development needs in these regions.
The target group for the scholarships comprised graduates and postgraduates from Sub-Saharan Africa. Eligible applicants for the Master’s program were required to hold a first academic degree, whereas those applying for the doctoral program needed to have a Master’s degree. The scholarship allowed these students to pursue their Master’s or PhD courses either in their home country (referred to as In-Country scholarships) or in another Sub-Saharan African country.
The scholarships provided by the DAAD were for full-time Master or PhD degree programs. This initiative not only promoted higher education in Sub-Saharan Africa but also encouraged the mobility of researchers within the region, thereby contributing to capacity building at African universities.
This comprehensive program was part of DAAD’s broader objective to foster strong, internationally oriented higher education systems in Sub-Saharan Africa, capable of contributing to sustainable development. The In-Country/In-Region Scholarship Programme, thus, played a crucial role in facilitating academic advancement and professional development for students in these regions.
